Esmail Qaani has served as the Commander of the Quds Force of the Islamic Revolutionary Guard Corps since December 2019, following the martyrdom of Major General Qasem Soleimani. Among his notable positions are Deputy Commander of the Quds Force of the Islamic Revolutionary Guard Corps, Commander of the 5th Nasr Operational Division, and Commander of the 21st Imam Reza (peace be upon him) Armored Brigade. Due to his successful military operations against global arrogance (the United States, Israel) and Takfiri groups in Iraq and Syria, as well as his advisory and field support for the Intifada in Palestine and Islamic resistance groups such as Hamas and Hezbollah, he was added to the European Union sanctions list in 2020 and placed on Mossad's assassination list in 2023.


Biography

Esmail Qaani was born on 8 August 1957 in Mashhad.


Membership in the IRGC

The Commander of the Quds Force joined the Islamic Revolutionary Guard Corps in late 1979. In early 2010, he traveled to Tehran for training. According to his own account, he received training alongside the late Khadem al-Sharia, founder of the 21st Imam Reza (peace be upon him) Brigade, and the late Cheraghi, commander of the Imam Reza (peace be upon him) Brigade, during a training course at the Saadabad Garrison, which is now known as the Imam Ali (peace be upon him) Garrison.


Presence at the Front

After completing his training courses, General Qaani returned to Mashhad and began serving as staff at the IRGC Training Center. Following the outbreaks in Kurdistan in mid-1980, he was deployed to the region, where he demonstrated great bravery in confronting invading forces. He remained active at the front from 1981 until the end of the war, commanding the 5th Nasr and 21st Imam Reza (peace be upon him) units during the Sacred Defense. General Qaani served as commander of the Imam Reza (peace be upon him) Brigade until 1987, after which he assumed command of the 5th Nasr Division[1].


Responsibilities

Major General Qaani's responsibilities within the Islamic Revolutionary Guard Corps of Iran from the time of the Imposed War to the present include:

  1. Commander of the Quds Force of the Islamic Revolutionary Guard Corps;
  2. Deputy Commander of the Quds Force of the Islamic Revolutionary Guard Corps;
  3. Commander of the 5th Nasr Operational Division;
  4. Commander of the 21st Imam Reza (peace be upon him) Armored Brigade.


Commander of the Quds Force of the Islamic Revolutionary Guard Corps

Following the martyrdom of the distinguished commander Haj Qasem Soleimani, Supreme Leader Ali Khamenei appointed Brigadier General Esmail Qaani as the Commander of the Quds Force of the Islamic Revolutionary Guard Corps through an official decree.

The text of the Supreme Leader's decree is as follows:

In the Name of God, the Most Gracious, the Most Merciful

Following the ascension of the high-ranking martyr, the distinguished commander Haj Qasem Soleimani (may God have mercy upon him), I appoint the honorable Brigadier General Esmail Qaani, who ranks among the most prominent commanders of the IRGC during the Sacred Defense and has served alongside the martyred commander in the region for many years within the Quds Force, as the new Commander of the Quds Force of the Islamic Revolutionary Guard Corps. The agenda of this force shall remain exactly as it was during the command of the martyr Soleimani. I call upon all members of this force to support and cooperate with General Qaani, and I ask God for His success, approval, and guidance for him[2].

Severe Punishment of the Zionists: Avenging the Blood of Martyr Haniyeh

Brigadier General Esmail Qaani, Commander of the Quds Force of the Islamic Revolutionary Guard Corps (IRGC), in a letter to Yahya Sinwar, the new head of the Hamas Political Bureau, emphasized avenging the blood of Martyr Ismail Haniyeh.

Excerpts from this letter read:

"I offer condolences on the ascension of the martyr of Islam, Commander Ismail Haniyeh. Martyr Haniyeh was truly one of the valiant leaders of the Islamic Resistance, a dignified and esteemed figure who fostered unity across the Islamic world. As stated by the Leader of the Revolution, we consider it our duty to avenge his blood for this tragic incident within the Islamic Republic. There is no doubt that the blood of this noble martyr will influence the severe punishment of the Zionist regime by the Islamic Republic. The heroic jihad of your brothers in the Islamic Resistance will amplify the impact of this punishment, leading to the swifter eradication of this ominous phenomenon. I congratulate you, a figure with a distinguished and honorable history in leadership and jihad, on your selection, extending these congratulations to all heroes of Hamas, Gaza, and the people of Palestine. By choosing a leader with a different logic, Hamas has demonstrated that it places its honorable flag in the hands of one who possesses the greatest influence on the battlefield and is a mujahid fi sabilillah."[3].

Reaction to Zionist Claims Regarding Operation True Promise

Brigadier General Esmail Qaani, at a ceremony marking the fortieth day of the martyrdom of Major General Mohammad Hadi Haji Rahimi, one of the martyrs of the missile attack by the criminal Zionist regime on the consular section of the Embassy of the Islamic Republic of Iran in Damascus, described Operation True Promise as possessing unique characteristics. He stated: "In the dark sea, seven to eight carrier groups were deployed to prevent the operation, and more than 200 aircraft were present in the region's sky from the night of the operation until its conclusion. The area was the most densely defended point in the world due to regional air defense systems; one cannot find such a scenario in history." The Commander of the IRGC Quds Force added: "In this operation, Joe Biden, the US President, who was tearing himself apart to defend the Israeli regime, officially declared that he would not engage in conflict." He further noted: "The missiles and drones of the Islamic Revolution were launched from the Iran, and everyone witnessed it with their own eyes; however, this power belongs to the Resistance and to all Muslims on Earth." The Commander of the IRGC Quds Force continued: "The Zionist regime thought that if it claimed to have intercepted 99 percent of the missiles and drones in the darkness of night, everyone would believe it. Apart from the people of the world, they themselves reduced their claim from 99 percent to 74 percent within ten days. The crucial point is that a system decides to carry out an action that no one else in the world dares to decide upon; this is significant for the Revolution, the System, and the Resistance." Brigadier General Qaani described Operation True Promise as an act of resistance, stating: "It will take time to fully comprehend the depth of Operation Al-Aqsa Flood and True Promise, which Iran carried out with authority and firmness. The enemies understood better than the friends what blow they suffered in Operation True Promise."

Brigadier General Qaani, noting that the battle fought with stones thirty years ago under the command of Martyr Soleimani and figures like Haji Rahimi has culminated today in Operation Al-Aqsa Flood, said: "When Operation Al-Aqsa Flood began, all military analysts estimated the maximum duration of Palestinian steadfastness at two months, yet it has lasted more than seven months. Resistance forces also declare that today, with minor changes, our situation is the same as at the start of Operation Al-Aqsa Flood."[4].

Amir-Abdollahian: The Resounding Voice of the Resistance

Brigadier General Esmail Qaani, at a ceremony marking the fortieth day of the martyrdom of Martyr Hossein Amir-Abdollahian, stated in his speech that martyrs are the great figures of this country and system. He described Martyr Amir-Abdollahian as a great individual, saying: "He was a personality who demonstrated his prominence over his peers during his lifetime, and after his martyrdom, many of his personal characteristics became even more evident and were discussed." The Commander of the IRGC Quds Force described Martyr Amir-Abdollahian as one of those who effectively conveyed the message of resistance within the framework of international rules and relations to all countries in the region, and even beyond, on international stages and at the UN, stating: "Martyr Amir-Abdollahian was the resounding voice of the Resistance on the international stage." He added: "The martyrs of service proved that affairs can be advanced without reliance on the USA."[5].

The Kerman Crime Indicates the Enemy's Desperation

Brigadier General Esmail Qaani, Commander of the IRGC Quds Force, stated at a ceremony marking the fourth anniversary of the martyrdom of Martyr Soleimani at the Imam Khomeini Grand Prayer Grounds: "The Kerman crime shows how desperate the enemy has become, yet they do not know that Iran will never abandon the eradication of the Zionist regime."[6].

Failure of the American Strategy in the Region

Brigadier General Qaani, attending as a guest at the eleventh official assembly of the Assembly of Experts, while commemorating the arrival of the holy month of Sha'ban and the blessed festivals of this month, said: "Praise be to God, the movement of the Islamic Revolution continues strongly despite the enmity of the enemies of Islam, headed by criminal America and the Zionist regime, and serves as a source of influence in the region and the world. These successes are the result of planning and struggles undertaken under the light of Guardianship." He continued, referring to the admission by the former US President regarding the expenditure of seven trillion dollars in Afghanistan and the loss of at least seven thousand lives, adding: "What caused the failure of this massive American investment was the system of the Islamic Republic of Iran and the culture of the Islamic Revolution."[7].

Letter to the Commander of the Al-Qassam Brigades Following Al-Aqsa Flood

The Commander of the IRGC Quds Force, in a letter to Mohammed Deif, Commander of the Al-Qassam Brigades of Palestine, emphasized: "We once again reaffirm the covenant, pledge, and faithful and brotherly commitment that unites us, and we assure you that we will do whatever is necessary for us in this historic battle to continue effective support for the Resistance." The text of the letter is as follows:

By the grace and assistance of God, the great epic of "Al-Aqsa Flood" was realized by the mujahideen of the Qassam Brigades and other resistance fighters in Gaza. You clearly demonstrated the weakness and fragility of the usurping Zionist regime and practically and decisively proved that this regime is weaker than a spider's web. To describe this great event, it suffices to say that both friend and foe acknowledge that the situation in Palestine and the region after Al-Aqsa Flood will not be as it was before. Indeed, the criminal enemy attempted to avenge this defeat through the unprecedented and savage killing of civilians in Gaza, an act that only deepened their defeat and brought about a moral scandal for the Zionist regime, the United States, and all their supporters who falsely claim to defend human rights. Furthermore, the bravery, patience, and steadfastness of the heroic Palestinian people in Gaza, and their readiness for self-sacrifice, once again proved the victory of the blood of the oppressed over the sword of the oppressive enemy. Dear Commander; the enemy's ground assault and the Resistance's continuous strikes against its forces and armored vehicles have proven to everyone that the Resistance in Gaza is capable of initiative, innovation, maintaining its organization, and preserving its field power. This great victory has caused the children of the Ummah to turn even more toward the option of jihad and to have greater faith and certainty than ever before that the entry of mujahideen into Al-Aqsa Mosque and its purification from the stain of the Zionists is closer than at any other time. Given that Gaza today defends the honor, dignity, and nobility of the Ummah, be certain that your brothers in the Jerusalem and Resistance Axis, alongside all the honorable members of the Ummah and the free people of the world, will never leave Gaza and its heroic people alone against this savage and bloodthirsty enemy and its supporters, and will never allow it to achieve its sinister goals in Palestine and Gaza. Resistant Brother; it is a source of pride for me, on my own behalf and representing my brothers in the Islamic Republic of Iran, to congratulate you, other resistant brothers, and the entire Palestinian people on this great victory and unparalleled achievement, which has no precedent in the history of the struggle against the Zionist regime. I ask God Almighty to grant the martyrs the highest ranks and to grant the wounded a speedy recovery. In conclusion, we once again reaffirm the covenant, pledge, and faithful and brotherly commitment that unites us, and we assure you that we will do whatever is necessary for us in this historic battle to continue effective support for the Resistance."[8].

Appreciation for the Brave Action of the President at the United Nations

Brigadier General Esmail Qaani, in a message, expressed appreciation for the brave action of the President of the Islamic Republic of Iran in elucidating the crimes of the USA and condemning the assassination of the hero of the fight against terrorism by raising the image of Martyr Haj Qasem Soleimani at the general assembly of the United Nations in New York.

Respected President of the Islamic Republic of Iran, Hujjat al-Islam wal-Muslimin, Mr. Dr. Seyed Ebrahim Raisi

Peace be upon you,

With respect, your first presence at the United Nations and your firm speech, rich in valuable Islamic and human principles, was a source of pride for the entire Iranian nation. Your brave statement in elucidating the crimes of America against oppressed nations, and specifically in condemning the assassination of the supreme-ranking martyr Soleimani, the hero of the fight against terrorism, by raising his image, and denouncing this great crime which the US President admitted to committing, as well as accelerating the legal pursuit and trial of those who ordered and executed this crime, created a proud and enduring scene for the Iranian nation and brought joy to all free and oppressed people of the world. With profound gratitude, we present to Your Excellency the appreciation and thanks of the fighters of the Resistance Front across the region, and we ask God Almighty for your increasing success under the attention of Hazrat Wali al-Asr (may God hasten his reappearance)[9].

Avenging the Blood of Haj Qasem

Brigadier General Haj Esmail Qaani, addressing pilgrims at the holy shrine of Major General Martyr Haj Qasem Soleimani in the Kerman Martyrs' Cemetery, who were requesting the Commander of the IRGC Quds Force to avenge the blood of Haj Qasem, stated: "We will avenge the blood of Haj Qasem."[10] The Commander of the IRGC Quds Force, stating that with God's help we will avenge the blood of Haj Qasem, emphasized: "Today, continuing the path of Haj Qasem and moving in his trajectory is the revenge for the blood of Haj Qasem."

Inclusion on the UK Sanctions List

According to a statement issued by the UK Foreign Office on 23 Azar 1402 SH (14 December 2023), Major General Esmail Qaani, commander of the Quds Force of the Islamic Revolutionary Guard Corps (IRGC), along with Mohammad Saeed Izadi, Ali Morshed Shirazi, Majid Zarei, and Mostafa Majid Khani, members of the Palestine Branch of the Quds Force, were added to the UK sanctions list. The statement further sanctioned Khaled Qaddoumi and Nasser Abu Sharif, representatives of Hamas and Palestinian Islamic Jihad in Iran, respectively, and designated the Palestine Branch of the IRGC Quds Force as a sanctioned entity.


Inclusion on Israel's Assassination List

In Shahrivar 1402 SH, Channel 14 of the Israeli regime television, in a peculiar move explicitly acknowledging the regime's role in state terrorism, unveiled the "David Barnea" list compiled by the Mossad chief targeting senior Iranian officials. Major General Esmail Qaani and Major General Hossein Salami, along with several other IRGC commanders, were included on this list[11].
