Subhi al-Tufayli is a Lebanese cleric, the official of Hezbollah Lebanon in the Beqaa Valley, and the first Secretary-General of Hezbollah Lebanon from 1989 CE to 1991 CE (1368 SH to 1370 SH). During his 3-year secretary-generalship of Hezbollah Lebanon, he vigorously pursued armed operations against the presence of Israel in southern Lebanon as well as support for the Palestine Intifada. Due to ideological differences with the Hezbollah Central Council, he separated from the party and formed a movement titled "Thawrat al-Jiya" (Revolution of the Hungry), which led to clashes between his supporters and the Lebanon Army, resulting in his house arrest by the Lebanese government and army for a period. In recent years, although he has given interviews against Iran and Hezbollah, he nevertheless believes in unity between Shia and Sunni.


Biography

Subhi al-Tufayli was born in 1948 CE (1327 SH), in the village of Brital, part of Baalbek in the Beqaa Valley.


Education

He completed his seminary education in Najaf Ashraf and was one of the students of Martyr Sayyid Muhammad Baqir al-Sadr.


Activities

Sheikh Subhi al-Tufayli established the "Assembly of Muslim Scholars" movement in the Beqaa region in 1979 CE (1358 SH). With the formal establishment of Hezbollah in 1985 CE (1364 SH), he was initially the Hezbollah official in the Beqaa region, and 4 years later, in 1989 CE (1368 SH), the first executive council of the party chose Subhi al-Tufayli as the first Secretary-General of Hezbollah[1].


Authorization from Imam Khomeini for Hasbiyah and Sharia Affairs

Sheikh al-Tufayli, at the beginning of his presence in Hezbollah Lebanon, was a proponent of the theory of Velayat-e Faqih, but later revised his view. He held an authorization letter from Imam Khomeini for Hasbiyah and Sharia affairs, the text of which is as follows:

In the Name of God, the Most Gracious, the Most Merciful...

And thereafter, the trustworthy of Islam and Muslims, Mr. Sheikh Subhi al-Tufayli (may his successes continue), is authorized by this side to undertake Hasbiyah affairs and collect religious funds such as claims of rights violations and Zakat and expiations, and spend them in cases prescribed by Sharia; and is also authorized to collect the two blessed shares and spend the blessed Imam's share (peace be upon him) on his own expenses economically; and regarding the surplus, he is authorized to spend half of the blessed Imam's share (peace be upon him) on promoting the holy Sharia and pay half of the Sayyids' share to deserving Sayyids, and send the remainder of the two shares to this side[2]. "I advise (may God support him) to what the righteous predecessors advised: adherence to piety, avoidance of desire, and holding fast to the handle of precaution in affairs of religion and world"; and peace be upon him and upon our believing brothers, and the mercy and blessings of God.

Separation from Hezbollah Lebanon

Certain beliefs and unilateral actions of his caused Hojjat al-Islam Sayyid Abbas Musawi to be introduced as the Secretary-General of Hezbollah in the second party council in 1991 CE (1370 SH). This issue had a significant impact on the Sheikh's morale and caused the decline and reduction of the influence of his viewpoint in Hezbollah; to the extent that Sheikh Subhi al-Tufayli became an ordinary member and was deprived of executive responsibilities. After losing to his rival Sayyid Abbas Musawi, al-Tufayli distanced himself somewhat from the Hezbollah structure, but Sayyid Abbas Musawi, who was his former classmate in Najaf, provided the ground for his continued presence in the party's central council. However, he insisted on differences and after completely separating from Hezbollah, in 1998 CE (1377 SH), he launched a movement titled "Thawrat al-Jiya" (Revolution of the Hungry) in the Beqaa Valley, which led to severe clashes in the region and the death of two people, including Sheikh Khidr Talis and one of the army officers. Eventually, the government and army of Lebanon placed Subhi al-Tufayli under house arrest.


Accounts Regarding His Separation from Hezbollah

Two accounts have been stated regarding the reason for his removal from Hezbollah Lebanon:

  1. The first account is that Subhi al-Tufayli, the first Secretary-General of Hezbollah Lebanon, was removed by the executive council of the group after differences regarding the manner of relations with Iran with other members of Hezbollah;
  2. The second account is that based on statements from sources, al-Tufayli opposed Hezbollah's entry into the internal affairs of Lebanon, which at that time faced opposition from members and the body of Hezbollah[3].


Assassination Attempt

Sheikh Subhi al-Tufayli survived a terrorist assassination attempt in 1988 CE, for which Israel and the USA were the two main suspects of the incident.

Thoughts and Viewpoint

Statements against the Islamic Republic of Iran and Hezbollah Lebanon

In recent years, in interviews with Wahhabi and Saudi media, he has consistently campaigned against the Islamic Republic of Iran, Hezbollah Lebanon, and Sayyid Hassan Nasrallah.

Support for Turkey

Sheikh Subhi al-Tufayli, in an interview with an Anadolu Agency reporter, stated that Turkey is the only country that cares about the security and integrity of Syria. He stated in this interview: Turkey is the only country that cares about the security and integrity of Syria. Turkey's policy towards Syria is consistent with the demands and expectations of the people of this country. Why should the American plan regarding the Syrian border take precedence over Turkey's plan in terms of implementation? He clarified that America is not serious about confronting the Iran and Hezbollah. America, by turning a blind eye to Shia fighters against Sunnis, provides more opportunities for Iran's divisive policy in the region. Instead, America blocks the path of Sunni fighters against Iran's policy and tries to weaken them. He considered the discourse regarding "Hezbollah's non-use of its weapons inside Lebanon" incorrect and stated: Hezbollah's weapons are a significant threat to the people of Lebanon. Hezbollah has previously pointed its weapons at the people of Lebanon several times. The clearest evidence of this is the events that occurred on 7 May 2008Template:Efn, in Beirut. Tufayli said: Turkey, during the protest gatherings of people in the Iran that began late last year and spread across the country in a short period, emphasized the importance of maintaining peace and social stability in Iran and opposed any foreign interference in the internal affairs of this neighboring country. Iran, contrary to Turkey's stance, did not evaluate some of the incidents that occurred in that country with the same sensitivity. He accused the Iranian government of promoting Persian nationalism and added: They have neither sought to defend the Shia religion nor to protect the rights of Muslims[1].

Shia and Sunni Unity

In response to the reporter's question, who asked: What is your opinion on the unity of Shia and Sunni? Do you have a new plan for Shia and Sunni unity that can be implemented?; he said: It is regrettable that there are few who claim that only they follow the thought of Ahl al-Bayt. With a little more effort, the thought and religion of Ahl al-Bayt could become the religion of all Muslims. I do not raise this talk without thought and just like that, but I am following it with a precise and detailed view.[2].
