Hossein Matoq
Husayn Ma'tuq, Kuwaiti Shia scholar, Secretary-General of the Islamic National Union, member of Assembly of Ahlulbayt, and Representative of Imam Khamenei in Kuwait. Although he advocates for unity of schools of thought, combating violence, terrorism, extremism, and takfir, he has nevertheless been arrested multiple times by the National Security Agency on various pretexts, including: holding a ceremony to commemorate the martyr Hajj Imad Mughniyeh and on the false charge of spreading false news and opposing the National Unity Law. Husayn Ma'tuq, in November 2018 (Azar 1397 SH), was sentenced by a court in Kuwait, along with twelve cultural and religious activists from the Shia community of this country, to 10 years in prison, which arrests and imprisonment were protested by the Shia people of Kuwait and prominent scholars of Islamic countries.
Education
Shaykh Husayn Abdullah al-Ma'tuq studied religious sciences at the Qom Seminary.
Activities
He established the Imam Hasan al-Mujtaba Seminary in the "Mishref" neighborhood of Kuwait and then moved it to the "Remithiya" neighborhood.
Works
Husayn Ma'tuq has authored important works in the fields of jurisprudence and principles, theology, and ethics, some of which include:
- Judhur al-Inhiraf;
- al-Durus al-Fiqhiyya fi Sharh al-Rawdah al-Bahiyyah;
- Minhaj al-Muttaqin;
- al-Insaf fi Masa'il al-Khilaf (consisting of at least 4 volumes);
- Minhaj al-Wusul ila Kifayat al-Usul (consisting of several volumes).
Arrests
Sheikh Ma'tuq has been arrested multiple times by the Kuwait National Security Agency on various pretexts, the most important of which are as follows:
Arrest during the commemoration ceremony of Martyr Hajj Imad Mughniyeh
Sheikh Hussein Ma'tuq was arrested for the first time due to organizing and actively participating in the commemoration ceremony of Martyr Imad Mughniyeh, the senior commander of Hezbollah Lebanon, in Esfand 1386 SH. While he was moving towards the Imam Hussein Mosque to perform congregational prayer for Maghrib and Isha, he was detained by Kuwaiti security forces and transferred to the National Security Agency, where preliminary interrogations were conducted to form a case against him at the Kuwaiti Prosecution. Also in this regard, Adnan Abdulsamad and Ahmad Lari, two Shia representatives in the parliament of Kuwait, Sayyid Walid al-Mazidi and Hajj Abdalamir al-Attar, prominent Shia preachers and scholars, Dr. Nasser Sarkhu, a distinguished Shia professor and former member of the Kuwaiti Parliament, were arrested by security officials, and the government of this country announced that it would expel these individuals from Kuwait.
Reactions
Presence of Shias in front of Kuwait National Security Agency
In protest of this arrest and detention, a large number of Shias in the country gathered in front of the Kuwait National Security Agency and held a protest demonstration, demanding the release of Sheikh Hussein Ma'tuq and other detainees. Kuwaiti special security forces, lining up against more than 500 protesters and dispersing them, threatened to use tear gas. The protesters, chanting slogans including: "Allahu Akbar, La ilaha illallah, Muhammad Rasul Allah, Hayhat minna al-dhilla, Ajil Ajil ya Mawlaya ya Sahib al-Zaman, Labbayka ya Hussein, Israel aduww Allah, America aduww Allah, We are all alongside the clergy, The government must release the hostages, We will die, we will die, Long live Kuwait, We bow to no one but God, Scholars are the red line", demanded the release of all detained Shias, especially Sheikh Hussein Ma'tuq.
Statement by Ayatollah Mahri
In this regard, Ayatollah Sayyid Muhammad Baqir Mahri, the representative of Maraji' in Kuwait and a prominent Shia scholar in the country, issued a statement asking the government and people of the country to maintain their calm and, by striving to resolve issues peacefully, avoid religious and political seditions in their country. Ayatollah Mahri stated to Kuwaiti officials: Kuwait is a country in which complete freedom and democracy exist, and all citizens can express their opinions; therefore, the Kuwait government should reconsider its actions regarding the arrest of Shias and Shia personalities. He emphasized: Kuwaiti officials know well that all segments of the nation are fully aware in expressing their religious beliefs and adhering to their religious and political values, and at the same time, they never intend to disrupt the political and governmental order of the country. One should not suspect the children of this land and, by accusing them, provide the ground for division and sedition; rather, it should be ensured that all Kuwaitis, whether Shia or Sunni, have never risen against the ruling system by holding ceremonies and performing specific acts, and are only exercising their civil rights.
Kuwaiti Officials
Also, the severe and unprecedented reaction of Kuwaiti officials to the holding of the Martyr Imad Mughniyeh ceremony by Shias was condemned by many officials from Kuwaiti, Bahraini, Lebanese, Syrian, and others[1].
Arrest on charges of spreading false news and violating National Unity Law
Following Sheikh Hussein Ma'tuq's speeches in the sermons of Friday prayer at the Imam Hussein Mosque (peace be upon him) and his sharp protest against the torture and psychological harassment of detained Shia individuals accused in the weapons and ammunition discovery case, the Kuwaiti Ministry of Awqaf, in a statement, demanded action against this Shia cleric and banned him from preaching until further notice. On the other hand, the Kuwaiti Ministry of Interior considered this action by the Ministry of Awqaf insufficient and, by filing a complaint against the Secretary-General of the National Islamic Alliance, requested the Kuwaiti Prosecution to summon him on charges of disturbing public opinion and spreading false news, and to interrogate and investigate him. He was interrogated from morning until late at night on Thursday, 17th of Dhul-Hijjah 1436 AH, corresponding to 9 Mehr 1394 SH, after appearing at the prosecutor's office, and subsequently was detained by order of the Kuwaiti Prosecutor to continue investigations and complete the case file.
Reactions
The arrest of Sheikh Hussein Ma'tuq aroused the anger and indignation of Kuwaiti Shias, and they considered this action an explicit insult to the scholars and Jurists following the school of Ahl al-Bayt. Some Kuwaiti Shia thinkers considered the relentless pressure of Saudi Arabia and the Kuwaiti Minister of Interior's obedience and support for Riyadh as the main factor for such anti-Shia actions in this country. Hojjat al-Islam Sayyid Hussein Qallaf, former member of the Kuwaiti Parliament, protesting this imprudent action by the Kuwaiti Prosecutor, stated to the Minister of Interior: Is a personality who has restrained and neutralized many anti-Kuwait plots over the past years deserving of such treatment; such behaviors towards Sheikh Hussein Ma'tuq and insulting this venerable cleric created a wound in the heart of Kuwaiti Shias that will never be healed[2].
Sentenced by Kuwaiti court to 10 years in prison
A court in Kuwait, in Azar 1397 SH, sentenced Sheikh Hussein Ma'tuq, one of the prominent and referenced clerics of this country and Secretary-General of the Kuwaiti National Islamic Solidarity Movement, which has several representatives in the Kuwaiti Parliament, along with twelve cultural and religious activists from the Shias of this country, to 10 years in prison (5 years imprisonment and 5 years under security supervision). Based on this verdict, he was sentenced to five years in prison in absentia, while he was present in Islamic Republic of Iran.
Reactions
World Assembly of Approximation of Islamic Sects
Receiving the news of the Kuwaiti court verdict regarding the arrest and imprisonment of Hojjat al-Islam wa al-Muslimin Sheikh Hussein Ma'tuq, Secretary-General of the Kuwaiti National Islamic Solidarity Movement Kuwait and a group of his companions, was surprising and sorrowful; it was surprising in that he is known in Kuwait and Islamic circles as a proponent of religious approximation and Islamic solidarity and confronting violence, terrorism, extremism, and takfir. Sheikh Ma'tuq's positions played an important role in removing sectarian and religious seditions; his civilized speeches are based on building a moderate Islamic personality, far from extremism and deviation. The message continued: This news was distressing in that the court verdict dismisses good elements and defenders of their homeland, those concerned about the future of their nation, and those striving to guide the Ummah to its honor and dignity. In conclusion, it was emphasized: We ask the judicial system of the brotherly country, Kuwait, to reconsider its verdict in order to establish justice and national sovereignty and eliminate the American Zionist plot that tries to drive countries towards extremism and chaos[3].
Society of Teachers of the Qom Seminary
Society of Teachers of the Qom Seminary condemned the unjust verdict of the Kuwaiti court sentencing Hojjat al-Islam wa al-Muslimin Hajj Sheikh Hussein Ma'tuq, Secretary-General of the Kuwaiti National Islamic Solidarity Movement, in a statement. The statement reads: Unfortunately, we were informed that the Kuwaiti Criminal Court, without any legal evidence, has sentenced the venerable Kuwaiti scholar, His Eminence Hojjat al-Islam wa al-Muslimin Mr. Hajj Sheikh Hussein Ma'tuq "May his endorsements endure" and one of his companions to 10 years of punishment (five years imprisonment and five years under security supervision) and also 12 other Kuwaiti Shia citizens to one year in prison. This is while Sheikh Hussein Ma'tuq, Secretary-General of the Kuwaiti National Islamic Solidarity Movement, who is a Kuwaiti member of the Supreme Council of the World Assembly of Ahl al-Bayt (AS) and also the representative of Maraji' in Kuwait and one of the professors of Seminaries, has had continuous positions in preserving unity and national security and calm in Kuwait, and with his efforts and spiritual influence, has guided Shias of Kuwait, contrary to extremist currents, on the path of unity and preserving Kuwait's national interests. The Society of Teachers of the Qom Seminary, while condemning this action, considers this court verdict political, unjust, and influenced by the infiltration of the American Zionist current and seditionists, and expects Kuwaiti officials; while striving to strengthen friendly relations between Muslim nations and preserve unity and calm in Kuwait, to take urgent action to relieve the concerns of the seminaries and issue an order to annul this unjust verdict, which is also a kind of ingratitude towards the peaceful spirit of Kuwaiti Shias[4].
Council of Shia Ulema Pakistan
The Council of Shia Ulema Pakistan reacted to the verdict issued against Hojjat al-Islam wa al-Muslimin Sheikh Hussein Ma'tuq by issuing a statement. This Council, in its statement, demanded the cancellation of this unjust verdict against the Secretary-General of the Kuwaiti National Islamic Alliance and member of the Supreme Council of the World Assembly of Ahl al-Bayt. The statement reads: The Council of Shia Ulema Pakistan expresses regret over the verdict issued by the Kuwaiti Criminal Court against Sheikh Hussein Ma'tuq, Secretary-General of the Kuwaiti National Islamic Alliance and member of the Supreme Council of the World Assembly of Ahl al-Bayt and representative of Maraji' in Kuwait; he always invited to Islamic unity and emphasized the necessity of preserving security and stability in Kuwait. Sheikh Ma'tuq is among those who adhered to Islamic unity in his speeches and emphasized peaceful coexistence between Muslim nations; he is also among those who fight against seditions with his insight. Issuing a verdict against Sheikh Hussein Ma'tuq, considering his conduct, ethics, and national positions, was not fair.
This religious institution in Pakistan emphasized in its statement that Sheikh Hussein Ma'tuq had honorable positions regarding Kuwaiti unity and cooperated with all sects in the fight against extremist terrorist thoughts. The Council of Shia Ulema Pakistan, while strongly condemning the verdict issued against Sheikh Hussein Ma'tuq, announced that issuing such a verdict is not the method of the Kuwaiti government and should not have been issued against a moderate personality who invited to peaceful coexistence and tolerance. This Council asked the Kuwaiti government to cancel this hasty verdict against him and retry him considering his position, which deserves nothing but appreciation and respect.
Committee of Jafariya Schools Pakistan
The Committee of Jafariya Schools Pakistan also condemned the issuance of a prison sentence for the Secretary-General of the Kuwaiti National Islamic Alliance and member of the Supreme Council of the World Assembly of Ahl al-Bayt in a statement[5].
