Sayyid Mehdi Seyf was born in 1959 CE in Tehran. From the age of six, he learned to read the Quran by attending the Quranic sessions of his late father, Sayyid Muhammad Hasan Seyf. These sessions were held daily at Sayyid Azizullah Mosque in Tehran Bazaar, and every night at the current Imam Khomeini Mosque (may God be pleased with him), and during holidays, in the homes of session members or in Tehran's summer resorts with particular vibrancy. Through continuous presence in these sessions, he learned Quranic recitation well, first by listening to the recitation of other members and then through repeated practice and performing tilawat; later, in his youth, through study and discussion on topics of reading, tajwid, and the science of recitation, he became familiar with the theoretical aspects of this science.
After completing elementary, guidance, and high school periods, he studied seminary levels up to Shara'i al-Islam and Lum'atayn, Ma'alim, logic, Muzaffar, Sharh Ibn Aqil and some interpretation of books on the science of recitation in Tehran and Qom.
He began teaching the Quran initially by forming a special session for adolescents alongside his late father's session. Then, from around 1980 and 1981 CE (1359-1360 SH), he also accepted teaching at teacher training centers, universities, and in-service centers. To date, he has taught the teaching methods of reading, recitation, and tajwid in the aforementioned centers and during teacher training courses for instructors of the Ministry of Education, Islamic Propagation Organization, and Mahd Quran Institute to students, trainers, and teachers, and is currently engaged in teaching these courses at the Tehran Faculty of Quranic Sciences.
Sayyid Mehdi Seyf has had continuous activity as a judge in Quran recitation and memorization competitions since 1980 CE (1359 SH) and has cooperated and consulted in planning related to education and competitions.
Having a research background on the topic of Quranic orthography, he has cooperated with these centers since the establishment of the Office for Supervision on Printing and Publishing of the Holy Quran in 1985-1986 CE (1364-1365 SH) and then the Textbook Compilation Office and the Center for Printing and Publishing of the Holy Quran.

- Participation in the meeting of Quranic activists of the Islamic world at the 33rd International Conference on Islamic Unity (2019 CE).
