Mawlawi Khairullah Khairkhah is one of the Taliban leaders and is from Afghanistan. He served as the Minister of Interior and Governor of Herat Province in western Afghanistan during the Taliban government and is a Taliban military commander.


Connections with Al-Qaeda leaders

Mawlawi Khairkhah had direct connections with Mullah Omar, the leader of the Taliban group, and Osama bin Laden, the former leader of the Al-Qaeda group. Mullah Khairkhah's name is on the United Nations blacklist. He was involved in the wars in the northern regions in the Solar Hijri years 1377 and 1380. According to documents from the WikiLeaks site, Mawlawi Khairkhah has been mentioned as one of the personal friends of Hamid Karzai, the President of Afghanistan[1].


Arrest

Mullah Khairkhah was arrested on 16 February 2002 at the border between Afghanistan and Pakistan by Pakistani officials and handed over to the Americans, and from there was imprisoned in Guantanamo Bay prison in Cuba for 12 years, and in 2014 AD, through the mediation of the Government of Qatar, was released from Guantanamo prison in an exchange with one of the American soldiers and transferred to Qatar.


Release

Along with his release and 4 other senior Taliban commanders, Mullah Mohammed Omar, the first leader of the Taliban, in a message described the release of 5 senior Taliban leaders in exchange for the release of an American soldier named "Bowe Bergdahl" who had been in Taliban captivity for 4 years and 11 months as a great victory and said: I congratulate the great victory of the release of 5 Taliban leaders from Guantanamo prison to the Muslim nation of Afghanistan, all mujahideen, their families, and the families of the prisoners from the bottom of my heart[2]. After his release, he was transferred to Qatar[3].


Taliban Stances

Mawlawi Khairullah on 30 Tir 1400 SH and along with the Taliban delegation sent to Tehran and in an interview with the Press TV network expressed some of the Taliban's positions in the new government in the mentioned items below as follows:

  1. No strict laws will be imposed on women;
  2. We will reach an agreement with Iran regarding the Helmand River issue;
  3. We have never agreed with ISIS;
  4. People will enjoy full social freedoms under our rule;
  5. Ethnic, religious, and linguistic issues are not relevant to us;
  6. The current constitution was created under Western pressure;
  7. Praise be to God, I have not crucified anyone so far and will not;
  8. Our not attacking major cities is out of caution, God forbid, to avoid causing massive civilian casualties;
  9. The government uses ISIS members for intelligence;
  10. We consider the presence of Turkish forces in Afghanistan as occupation;
  11. Except for their diplomats, all Americans must leave Afghanistan[4].
