Iyad Allawi is an Iraqi politician and former Prime Minister of Iraq. He served as the country's Prime Minister from 28 June 2004 to 6 April 2005 and has been acting as one of the Vice Presidents of Iraq since 2014.
Biography
Iyad Allawi was born on 31 May 1944 in Baghdad. He is an Iraqi Shia and was a member of the Ba'ath Party in his youth. He left the party in 1975 and founded the Iraqi National Accord Movement in 1991, which he continues to lead. He graduated from the Baghdad Teachers' College and subsequently from the College of Medicine at the University of Baghdad in 1970. Allawi then obtained his master's degree in 1975 from the University of London and earned his doctorate from the same university in 1979. Between 1979 and 1981, he worked as a consultant for UNICEF in the fields of epidemiology and environmental health.
Political life
In 1978, Allawi was the target of an assassination attempt by Iraqi intelligence agents in the United Kingdom. In 1991, he founded the Iraqi National Accord Movement, an opposition movement against the then-government of Iraq, which many former Ba'athists joined. Allawi also lived in Jordan for three years and maintains close ties with the countries of Egypt, Jordan, and the United Arab Emirates. The Al-Iraqiya coalition, led by him, succeeded in becoming the winning list in the Iraqi parliament in the 2010 elections, securing 91 seats (24.7% of the votes).
Return to Iraq
Following the American invasion of Iraq in 2003, he was selected as a member of the Iraqi Governing Council established by the international coalition forces and served as its rotating chairman for one month in October 2003.
Prime Ministership
On 28 June 2004, he formed the Iraqi Interim Government following the dissolution of the Governing Council and the end of the civil administration of Paul Bremer, the American administrator in Iraq. His brief tenure witnessed military operations aimed at countering the influence of the Mahdi Army, including numerous operations against them in Najaf and their siege within the shrine of Imam Ali.
Iraqi Parliament Elections
The Al-Iraqiya list, under his leadership, won 91 seats in the Iraqi parliamentary elections held on 7 March 2010, ranking first among all groups and lists. However, in the 2014 Iraqi parliamentary elections, he led the National Alliance, which saw its seat count reduced to 21.
Abolition of Position
On 9 August 2015, Haider al-Abadi, the Prime Minister of Iraq, announced a series of decrees and reforms, the most significant of which was the abolition of the positions of Vice Presidents (Nouri al-Maliki, Osama al-Nujaifi, and Iyad Allawi) and Deputy Prime Ministers (Baha al-Araji, Saleh al-Mutlaq, and Roz Nouri Shaways).
Stances
In July 2017, Iyad Allawi protested in a speech against the presence of al-Hashd al-Shaabi forces alongside the Iraqi Army, stating: "One cannot envision two armies for Iraq: one official and the other under the name of al-Hashd al-Shaabi... Conflict will arise between these two armies."
