Hussein al-Khalil, known as the Bank of Secrets Hezbollah, is a member of the Amal Movement, one of the founders and a member of the Central Council of Hezbollah Lebanon and its Political Deputy. Due to his very close relations with the martyred Sayyid Hassan Nasrallah, Secretary-General of Hezbollah, he is at the heart of all Hezbollah files and is one of the main figures in Hezbollah's political policy-making and decision-making regarding Lebanese and regional files. He has an active presence in the political scene of Lebanon and has had direct communications with Ali Hassan Khalil, Political Deputy of Nabih Berri, Speaker of the Lebanon Parliament and President of the Amal Movement, Gebran Bassil, son-in-law of General Aoun, and the forces of Saad Hariri since the time of Rafic Hariri.


Biography

Hussein al-Khalil was born in the town of "Burj al-Barajneh" in the southern suburbs of Lebanon.


Education

He completed his education at al-Amiliyah School and the political school of Imam Musa al-Sadr.


Membership in the Amal Movement

Hussein al-Khalil is a child of the Amal Movement and a devotee of the Islamic Revolution of Iran and the lofty ideologies of Imam Khomeini.


Formation of Hezbollah Lebanon

He is a core member of the founding nucleus of Hezbollah and a member of the party's decision-making council, who is in constant contact with Sayyid Hassan Nasrallah, the Sayyid of the Resistance and Secretary-General of Hezbollah Lebanon. Due to his very close relations with the Secretary-General of Hezbollah, he is at the heart of all Hezbollah files and for this reason has become the bank of secrets of this party and is one of the main figures in Hezbollah's political policy-making and decision-making regarding Lebanese and regional files. And due to his political and security position, accessing him requires specific equations, and thus he does not get along very well with the media and cameras.


Presence in the Lebanese Political Scene

He possesses great power in the art of negotiation and employs various methods, especially in that he listens well to opponents' proposals with calm. He has traveled frequently between Beirut and Damascus during many periods, and in some files with Ali Hassan Khalil, Political Deputy of Nabih Berri, Speaker of the Lebanese Parliament and President of the Amal Movement, created the political combination of the two Khalils, and sometimes Gebran Bassil, son-in-law of General Aoun, also accompanied them. Therefore, al-Khalil has never neglected having distinct and close relations with Nabih Berri, Speaker of the Parliament and President of the Amal Movement. Also, Hussein al-Khalil is one of Hezbollah's experts in neutralizing the landmines of internal crises of Lebanon, especially in that he has direct communications with the forces of Saad Hariri in power, and of course, these communications have taken shape since the time of Rafic Hariri and have continued to the present[1].

Thoughts and Views

Threatening Israel with a Retaliatory Attack

Hussein al-Khalil, political deputy of Hassan Nasrallah, Secretary-General of Hezbollah, threatened the Zionist regime with a retaliatory attack after the cyber terrorist crime in Lebanon which led to the explosion of communication devices and resulted in the martyrdom of 10 people and the injury of 3,000. In response to a question from Lebanon's Al-Jadeed network regarding these cyber terrorist explosions, he announced that we will respond to this crime and the Zionist enemy, after the crimes it committed against the Lebanese, should expect anything (a response) from Lebanon[2].

33-Day War of Lebanon

Hussein Khalil, political deputy of the Secretary-General of Hezbollah Lebanon, in an interview with Lebanon's Al-Manar television network, revealed some political secrets of the 33-Day War.

Assistance to Israel by Some Lebanese Officials

Quoting "Hassan Nasrallah", Secretary-General of Hezbollah League, he clarified: By looking at the images of the martyrs of the 33-Day War of Lebanon with the Zionist regime, we realize that some officials were responsible for these incidents. He continued by emphasizing that "Fuad Siniora", the former Prime Minister of Lebanon, also helped advance the enemy's goals. The political deputy of the Hezbollah Lebanon Secretary-General added: During the war, there were many internal and external problems in the country, so I met with Fuad Siniora in the presence of "Nabih Berri", the Speaker of the Lebanese Parliament. At the height of the war, Siniora was saying: Shebaa Farms does not belong to Lebanon and we should put it as a clause in the Security Council to be investigated further. Hajj Khalil stated that after the departure of "Condoleezza Rice", the then Secretary of State of the America, from Beirut, American delegations continuously entered Lebanon to set a series of American conditions for establishing a ceasefire between Lebanon and the Zionist regime, which Lebanon did not accept.

Desire of Some Lebanese Officials to Disarm Hezbollah

The political deputy of the Secretary-General of Hezbollah revealed the scenes of this meeting with a security figure close to the Future Movement current during the 33-Day War of July. He stated: A high-ranking security official of Lebanon asked me through some channels to meet me during the war, and this session took place. In this session, this responsible official raised a question; What should we do about the International Tribunal issue? I said what does this issue have to do with the war? He did not answer. He said: The Americans have requested two issues which they have set as a condition for a ceasefire; first that Hezbollah surrender whatever heavy weapons it possesses, and second that multinational forces be deployed on the eastern border between Lebanon and Syria, so we did not accept these conditions and I told him to tell Hariri that this request is absolutely unacceptable. Al-Khalil added: I informed Hassan Nasrallah that Nabih Berri expressed concern about some reports. Sayyid Nasrallah told me to tell Speaker Berri that we are in a good situation and at this very moment our forces are fighting in "Aita" and "Bint Jbeil". He noted: Speaker Berri asked me about the ceasefire and in response I told him it is something like the April Understanding and we will respond to any aggression against Lebanon and civilians. Nabih Berri informed the America that there is no obstacle to increasing the number of UNIFIL forces; but any change in their mission is unacceptable. He continued by expressing: After the Americans became disappointed with the Chapter VII plan and modifying the UNIFIL mission, they accepted the clauses that we had agreed to in Resolution 1701.

Essential Role of Syria and Haj Qasem Soleimani

Hajj Hussein al-Khalil noted: During the 33-Day War, Syria did not leave us alone and logistical and military aid from Islamic Republic of Iran and Syrian army warehouses reached us. He added: The Syrians had opened the Syrian army warehouses and the Republican Guard and were sending the weapons and ammunition we needed to Lebanon. He clarified: "Martyr Haj Qasem Soleimani" had an essential role in the 33-Day War and always accompanied us inside Lebanon. Also, "Martyr Mohammad Suleiman", the Syrian Brigadier General whom the Zionist regime assassinated, had an effective role in transferring and facilitating the transfer of equipment to Lebanon[3].

Defending Saad Hariri's Premiership

Hussein al-Khalil, political deputy of Hassan Nasrallah Secretary-General of Hezbollah League, stating that Hezbollah leaders have no decision or intention to attack the Prime Minister of Lebanon, emphasized: Despite all differences, Hezbollah still considers Saad Hariri the Prime Minister of Lebanon at this stage. He emphasized: Hezbollah has had no decision or intention to attack Saad Hariri and this party, despite all differences, considers Hariri the Prime Minister responsible for forming the cabinet at the current stage, and statements by some Hezbollah officials regarding the responsibility of the premiership in the failure to form a government do not mean an operation against him[4].

Michel Aoun, Hezbollah's Candidate for the Presidency of Lebanon

Hajj Hussein al-Khalil, political deputy of the Secretary-General of Hezbollah League, in an interview with Al-Akhbar newspaper published in Lebanon, stated: Michel Aoun, head of the Change and Reform parliamentary bloc, is Hezbollah's candidate for the presidency. Announcing this news, he added: From Hezbollah's perspective, the presidency file is the easiest topic on this movement's agenda, Michel Aoun is Hezbollah's candidate for assuming the presidency, and whoever has another opinion should speak with General Aoun. Al-Khalil continued: Hezbollah has not changed its policy from years ago until now and demands dialogue to resolve existing issues[5].

Negotiations with the Future Movement

Hussein al-Khalil, political deputy of Hezbollah, has had multiple negotiations with the Future Movement, a Lebanese political party led by Saad Hariri, aimed at reducing tension and crisis in Lebanon's internal affairs.

Hezbollah Lebanon's Optimism Regarding Negotiations with the Future Movement

The political deputy of Hassan Nasrallah, expressing optimism about the results of negotiations with the Future Movement, emphasized that Hezbollah has not changed its policies from three years ago. Hussein al-Khalil, political deputy of Sayyid Hassan Nasrallah, emphasizing this party's intention to start dialogue with the Future Movement, said: We are satisfied with this and do not feel ashamed given our positions and principles. We are ready for dialogue to align views and reach a common goal and also minimize differences. Al-Khalil regarding the axis of negotiations with the Future Movement said: The agreed agenda includes 4 points; reducing inciting and tension-creating religious, political, and media speeches and positions; confronting Terrorism; activating the activity of government and parliamentary institutions and bodies, and any action that facilitates matters related to the people and the election of the presidency[6].

Security Agreement Between Hezbollah and the Future Movement

The second session of negotiations between Hezbollah League and the Future Movement Lebanon was held at the headquarters of the country's parliament in Ain al-Tineh in Beirut, with the presence of Nader Hariri, manager of Saad Hariri's office, former Prime Minister of Lebanon, Nihad Mashnouq, Minister of Interior of Lebanon, Samir Al-Jisr, one of the representatives of the Future Movement in the Lebanese Parliament, and also Hussein al-Khalil, political deputy of Hassan Nasrallah Secretary-General of Hezbollah League, Hussein al-Hajj Hassan, one of the ministers of the Lebanese government, Hassan Fadlallah, one of the members of the Lebanese Parliament, and also Ali Hassan Khalil, Minister of Finance of Lebanon. In the official statement issued from this meeting, it is stated that the two sides discussed and talked about reducing religious suffocation in the country and made significant progress on this issue. Also, the two sides agreed to support the completion of the implementation of the security plan in all soil of Lebanon[7].

Hezbollah and Future Movement Lebanon Emphasizing the Resolution of Vital Files

Hezbollah and Future Movement Lebanon, in the thirty-eighth round of their bilateral talks, congratulating and expressing satisfaction with the formation of the new government of Lebanon, requested the quick resolution of vital files facing this country. In the final statement of this round of talks, which was held with the presence of Ali Hassan Khalil, Minister of Finance of Lebanon representing Nabih Berri Speaker of Parliament, Nader Hariri, advisor and head of Saad Hariri's office, head of the Future Movement, along with Nihad Al-Mashnouq, Minister of Interior of Lebanon, Samir Al-Jisr, from the Future bloc in the Lebanese Parliament, Hussein al-Khalil, political deputy of Sayyid Hassan Nasrallah Secretary-General of Hezbollah along with Hussein al-Hajj Hassan, Minister of Industry of Lebanon, and Hassan Fadlallah from the Hezbollah bloc (Loyalty to the Resistance), Hezbollah and the Future Movement asked the new Lebanese government to make all efforts to approve a new and progressive law for the Lebanese parliamentary elections. The two sides also, congratulating Islamic and Christian holidays to all Lebanese, emphasized the provision of necessary preparations for holding parliamentary elections at the legal time (May 2017 AD)[8].
