Among his judicial records are the handling of heavy and complex economic and political cases such as: the Mehdi Hashemi case, the Fazel Khodadad case, and the Karbaschi case (former Mayor of Tehran).
Biography
Gholam-Hossein Mohseni-Eje'i was born in 1956 CE in the village of Ejiyeh, located in the Jelgeh district of Isfahan, which became a city after the victory of the Islamic Revolution. He was born into a large family (with 7 children, 4 daughters and 3 sons) and grew up in an environment filled with love and devotion to the Imams and full commitment to religious rituals. His father, known as Sheikh Ismail, was a farmer, a studious individual familiar with Islamic studies, Islamic books and publications, and in constant contact with trusted clerics of the people. He was among the activists of religious gatherings and Ahl al-Bayt (peace be upon them) and also a speaker at religious gatherings. He was a follower of Imam Khomeini before the Islamic Revolution and participated multiple times in the fronts of defense of the Islamic homeland during the eight years of the Sacred Defense.
Education
During his adolescence, at the age of 16, encouraged by his father and specifically recommended by Hojjat al-Islam wal-Muslimin Sayyid Hassan Beheshtinejad, the temporary Friday Prayer Imam of Isfahan, Eje'i turned to religious studies and began studying at the Isfahan Seminary. After some time, he went to Qom to continue his seminary education and studied at the Haqqani School, which was one of the important bases of the struggle against the Pahlavi regime and was of interest to Ayatollah Beheshti. In this path, he became acquainted with prominent figures of the Revolution, including the architect of the judicial system of the Islamic Revolution, Martyr Qudusi. He also holds a Master's degree in International Law.
Activism
He was present in the center of clerical struggles against the oppressive regime during his seminary student years. During the attack by the oppressive regime on the Feyziyeh School in 1975 CE, he was a young and revolutionary seminary student present at this school and witnessed the terrifying and criminal scenes of the regime, and was arrested once in the same year.
Judiciary Career
After the victory of the Islamic Revolution, Gholam-Hossein Mohseni-Eje'i came to Tehran at the end of 1979 CE, at the recommendation and invitation of Martyr Qudusi, and began working at the Islamic Revolution Court. Among his responsibilities were: Template:Div col
- Representative of the Judiciary in the Ministry of Intelligence;
- Head of the Tehran Economic Affairs Prosecutor's Office;
- Head of the Special Judicial Complex for Crimes by Government Employees;
- Special Prosecutor for the Clergy;
- Attorney General of the Country;
- First Deputy of the Judiciary;
- Spokesman of the Judiciary.
Template:Div col end Eje'i's effective and precise judicial actions led to his introduction as the Representative of the Judiciary in the Ministry of Intelligence in 1985 CE, which was considered an important and sensitive position. In the course of his judicial activities, he pursued heavy and complex cases of officials and big figures, including the following:
- Mehdi Hashemi Case; In 1986 CE, he undertook the heavy case of Mehdi Hashemi. In addition to the length of the proceedings and the complexity of the case, there was heavy political pressure from the office of Mr. Montazeri, who at that time held the position of Deputy Supreme Leader, which did not affect him and did not influence the process of the case.
- Fazel Khodadad Case; Another arena of the judicial activities of the new Head of the Judiciary in the 1990s CE was the Fazel Khodadad case. This case, because it was considered the largest economic corruption case of its time, had very wide media and social repercussions. On the other hand, because the court proceedings were broadcast on national media, it was highly sensitive. With the courageous issuance of the first decisive verdict for an economic corrupt rent-seeker, it added the aspect of fighting corruption to his record.
- Karbaschi Case; The case of the former Mayor of Tehran was also one of the very heavy cases assigned to him. Due to the inactivity of prosecutor's offices at that time and the lack of an indictment, the role of the judge was very prominent. The nationwide broadcast of the court proceedings on national media, in addition to the anti-corruption attribute, formed the image of a dominant, precise, eloquent, and aware judge in the public mind. Management and judgment on dozens of important and major sensitive national cases were in line with the actions of the Judge of Judges of the country.
Ministry of Intelligence
Mohseni-Eje'i was confirmed as Minister of Intelligence in the Ninth Government by a vote of confidence from the Islamic Consultative Assembly. Ultimately, this responsibility ended after a disagreement with the then President over the issue of obedience to the Guardianship and also regarding one of the President's close associates.
Membership in the Expediency Discernment Council
Ejei, by the decree of Supreme Leader Khamenei since 1385 SH (2006 CE), as a real member of the Expediency Discernment Council and since 1400 SH (2021 CE), as an ex-officio member in the position of Head of the Judiciary was appointed to this council[1].
Head of the Judiciary
He was appointed to the head of the Judiciary in Tir 1400 SH (July 2021), by the decree of Supreme Leader Khamenei. The text of the Supreme Leader of the Islamic Revolution's decree is as follows:
In the Name of God, the Beneficent, the Merciful
Hojjat al-Islam wa al-Muslimin Mr. Haj Sheikh Gholam-Hossein Mohseni-Eje'i
Now that Mr. Raisi has succeeded in serving in the position of President of the Iran by the vote of the nation, with great appreciation for their valuable services during the period of judicial responsibility and the honorable record they left behind in establishing lasting measures, I appoint you, who in addition to legal qualifications, possess valuable experience, deep knowledge and a brilliant record in judicial affairs, based on Principle 157, to the head of the Judiciary. My expectation,
- Firstly: Serious attention to the fundamental missions of the judicial system in the Constitution, namely the expansion of justice, and revival of public rights, and securing legitimate freedoms, and supervision over the proper execution of laws, and prevention of crime, and also decisive fight against corruption;
- Secondly: Continuation of the transformative approach and implementation of the existing transformation document with special attention;

Presence in Academic Assemblies
Mohseni-Eje'i has a record of teaching at the Baqir al-Ulum Faculty (peace be upon him) of the Ministry of Intelligence, teaching in the educational department of Revolutionary Courts and the Faculty of Judicial Sciences. University education and special attention to the importance of public opinion and elites of the society have caused him to consider presence in special assemblies and student meetings as an opportunity at every chance and have extensive and close contact with the university and student body of the country. The statement of the new Head of the Judiciary in explaining issues, approaches and judicial events for the scientific and university community of the country, especially at a time when the Judiciary was exposed to false accusations by hostile media and few people agreed to be present in student assemblies, students who have attended his meetings describe him as one of their own and sympathetic and aligned with their justice-seeking concerns. Insight, deep legal knowledge in seminary and university dimensions, long experience in the judicial system and complete knowledge of the structure and strengths and weaknesses of this collection, expressive and eloquent speech, accurate knowledge of social and political currents of the country and his people-oriented and social spirit, have presented him as a transformation-seeking head and a jihadi manager for the Judiciary who will be able to continue the path of judicial reforms with strength[3].
Sanctions by the European Union
The European Union, in a decision on 23 Farvardin 1390 SH, equivalent to 12 April 2011 CE, barred 32 Iranian officials including Gholam-Hossein Mohseni-Eje'i from entering the countries of this union[4].
