Abdul Hakim Ishaqzai was born in the village of "Band Timor" in Maiwand District, Kandahar Province, Afghanistan, into a Pashtun family from the Ishaqzai tribe.
Biography
He belongs to the Ishaqzai Pashtuns, who are considered a wealthy and influential tribe in Kandahar. In childhood, he attended religious schools and studied up to advanced levels.
Activities
He did not play a significant role during the struggle against the former Soviet Union, and his name was not heard; however, following the start of the civil wars and the emergence of the Taliban, he was considered one of the Taliban religious scholars and was seen multiple times at the residence of Mullah Omar, the leader of the Taliban group in Kandahar. He had more of an informal advisory role to Mullah Omar than an official position.
Maulvi Hakim, like other Taliban leaders, was displaced from Afghanistan and took refuge in Quetta, Pakistan.
Mullah Hibatullah Akhundzada included Sheikh Abdul Hakim's name alongside three members of the Taliban Leadership Council in the negotiating team with the Afghan government.
By establishing religious schools in Pakistan, he has played an important role in the growth of Taliban ideology. After the killing of Mullah Akhtar Muhammad Mansour, he was one of the options for Taliban leadership. From the Taliban's perspective, he holds a special scientific status.
Sayyed Muhammad Akbar Agha, a former Taliban commander, said regarding him: "Qazi Abdul Hakim is a good mullah and studied together with me at Haqqania Madrasa for two years, and most Taliban are his students." Abdul Hakim Ishaqzai graduated from Darul Uloom Haqqania in northwestern Pakistan and taught there. This school is famous for promoting a fundamentalist interpretation of Islam and training a generation of Afghan Taliban fighters.
He was responsible for a school in the Ishaqabad area of Quetta and from this same area led the Taliban judiciary and a powerful council consisting of Taliban clerics. The duty of this council is to justify Taliban actions in Afghanistan through the issuance of religious decrees.
