He was born in 1361 AH / 1942 CE in the city of Mosul, Iraq.

== Assassination Attempt ==
On June 30, 2005, he was assassinated in his office at the mosque but survived unharmed. On that day, a group of armed individuals entered his office and shot him; the bullet struck his shoulder, and the attackers fled. The city of Mosul witnessed a wave of assassinations of prominent figures and Sunni scholars following the [[United States]] invasion of Iraq in 2003.
