He was born in the province of Tébessa in 1954, the year of the [[Algerian]] Revolution. He is the former president of the Movement of Society for Peace, also known as the Algerian Muslim Brotherhood, and the president of the Global Moderation Association.

== Education ==
He initially devoted himself to learning the [[Quran]], then gradually advanced through the Algerian educational system, completing his primary and secondary education in his hometown of Tébessa. He later attended Constantine University, where he obtained a Master's degree in Arabic Literature and a PhD in Islamic Da'wah (from the University of Da'wah and Media) and Media.

Following the completion of his university studies, he served as a professor at the Faculty of Literature, Constantine University, from 1980 to 1994. Additionally, from 1990 to 1994, he worked as an assistant professor in the Department of Da'wah and Media at Emir Abdelkader University of Islamic Sciences.

Abujerra Soltani is one of the key figures of the Islamic movement in Algeria. He began his activities as a preacher in mosques across Algeria in 1974. In March 1982, he met the late Sheikh [[Mahfoud Nahnah]], and their relationship strengthened. Between 1978 and 1994, he served as a Mufti among university students and school pupils.

On Friday, September 16, 1994, he was targeted in an assassination attempt by extremists near his home in Constantine. One of his companions, '''Ali al-Ayeb''', was shot and killed during the incident.
